Problem catching Mew in pokemon yellow

Question

My yellow is a ROM, and i did all the steps for part 1, but when I went to go fight the swimmer he was unresponsive. He wouldn't come to challenge me, and I tried walking around the outer edge to talk to him, and all he did was look at me then look away, and said nothing. So i tried method 2, and the youngster was unresponsive as well. I don't know if it was just my game or if I screwed something up.

However You Can Catch Mewtwo After Elite Four Is Defeated.
You Could Hack/Glitch Your Game. There Is Also The Option Of
Putting In Cheats Or Getting It From Events.

WE searched on youtube a way to catch Mew on the original Red/Blue. They are no glitches involved, we have done it several times. http://www.youtube.com/watch?v=JkF7Xjxn9jc

Well it is a glich, but it doesn't mess up the game.

You have to let the trainer walk to you or your game will softlock. It's an added effect of the trainer fly glitch.
