How do you get to battle the rival in Pokemon Stadium 2?

Or can you? I've heard that it's possible.

You must win all the stadium cups, and beat the johto and kanto gym leaders + the elite 4. Then you can face him. Then if you beat all the cups/gym leaders again, (much harder this time) you can face the rival again in a rematch. His team in the rematch is ho-oh lugia, and mewtwo.
