Not really...... you can't get Keldeo in either game. You have to wait for Game Freak to release an event. There is a Keldeo event coming to the U.S. Go to a local GameStop to get it. Source
You could also use PokeGen or Action Replay.
No Keldeo will always be an event pokemon you can get it from the event unless you hack or cheat.
