In BW2, can you get the Psychic TM before the Elite Four? What about Psyshock?

Psychic: Yes.
Psyshock: Yes.
They both can be found near Giant Chasm, which is accesible before the Elite Four. Psychic is on Route 13, which is close.

Yep. You have to battle Kyurem-B / W there.
