Earthquake: Must I say why?
Dragon Claw: Good power, high accuracy, STAB, deals with Dragon types, like it better than Outrage.
Overheat: Being the only special attack move means the recoil won't greatly cripple Rayquaza. High power, decent accuracy, deals with Ice, Bug, and Steel types.
Extremspeed: Priority, good power, high accuracy.

I can honestly say, that this is EXACTLY the moveset I'd put on Rayquaza.

It's got devastating STAB, earthquake for Steels, powerful priority, and Overheat for a powerful fire attack to deal with Ice-types, and Steel-types with Levitate/Magnet Rise (Here's lookin' at you two, Magnezone and Bronzong!).

Like you said, the fact that it's your only Special attack makes the recoil pretty minimal, and is probably only going to be used in a pinch.

There are no recommendations I can give. It's perfect!

Rayquaza @ Choice Scarf

Trait: Air Lock

EVs: 196 Atk / 196 SAtk / 116 Spd

Naive Nature (+Spd, -SDef)

• Thunderbolt
• Outrage
• Surf
• Earthquake

My ubers lead, and I love 'em.

He clears out Kyogre's weather, then outspeeds the modest scarf set by 1 speed point. Hits hard with Thunderbolt.

He later can clear out threats like Adamant Zekrom ( Still outspeeding by 1 point ^^ ) Modest Reshiram ( Same boat! ), or Dialga with Modest.

The only dragons that I have to worry about are Palkia or a faster Rayquaza.

Anyway, he outspeeds those threats to nail with STAB Outrage.
Surf is for groudon leads. ( Once again, no sun is out due to Air lock )

While Earthquake is for general coverage. Takes out the seemingly rare Arceus-Electric, the ever so common Dialga, and let's me hit that troll Ferrothorn for some neutral damage.

It's easily replaceable with a Fire move. Heck, I'll probably run this with V-create when it's released :D ( V-create > Earthquake that is. Keep in mind that Flamethrower, Fire Blast, and Overheat are all still great choices for that slot. )

Rayquaza is one of my favorite Pokemon and I don't mess around at all when using him.

Draco Meteor- This is the most powerful Dragon Type move and it takes care of your Dragon weakness, also the recoil lowers the Sp. Attack, and this is his only Special move and that he has a very high Sp. Attack to begin with and it has STAB
Earthquake- Takes care of the Rock weakness and is an all-around great move
Stone Edge- Takes care of your Ice weakness and has a high-critical hit ratio
Outrage- Also takes care of the Dragon weakness, and is a very high power move with STAB

I also have it hold a Persim Berry to cure it of being confused after using Outrage

hp works too (mostly recomended) then baton pass as this saves

a move slot as well as keeping rayquaza at high hp instead of losing hp while setting up

and wasting a move slot and yeah hope this helps.

Now a specs rayquaza may seem odd, it has several unique features that make it notable. First of all, Rayquaza's movepool is exceptional. Second, with his ability and the appropriate move, can take on all weather starters, weather threats, and prominent Uber Pokemon. Third, it is highly unexpected, and highly unpredictable. Basically the recommended attacks are Draco meteor, the overpowered standard fare of most choiced special dragons. Next come fire blast and flamethrower, which take care of steel types, as well as abomasnow. Earth power hits dialga, heatran and tyranitar without the accuracy issues of focus blast. Focus blast is more steel coverage, and also takes out tyranitar. Now thunderbolt hits lugia an hooh, but more importantly nails kyogre. Surf gets groudon, Ttar and hippowdon. Finally, dragon pulse can provide STAB without the special attack drop.

This guy loves a rapid spinner on the team, and as he will likely force Pokemon out, will enjoy hazard support. As such, forretress is a good teammate. Pokemon who can handle choice scarfed threats like kyurem white and kyogre, are also helpful. Remember this set is for niche uses, so don't just go throwing it on any team.
