Move the "rules" section in the chat above the users online list.

Question

We've got a lot of people that come in, especially new people. It won't save everything, but it might help to move the rules up above the users box because it won't display on most screens when there are a lot of users online.

Well, I like the online box at the top ;-;
Why don't we put the Rules on the left of the page, the chat dialogue in the middle, and the Online box on the right? :3

I prefer the users online box at the top. Most people want it easily visible. Perhaps I can make the rules more visible for people with lower rep, though.
