How is the "User" list organized?

Question

I know its top scoring users, but how about all thsoe 20 point users? Id like to know how that is organized.

The 20 point users (or any set of users with the same number of points) are organized as per their date of joining the site. The older ones go lower in the list, and the newer ones take the higher slots. If both users have same points, then the newer one goes on top and the lower one to the lower rank.

The one who joined the earlier I guess...? And if you mean the exact same nanosecond or something then you get randomly assorted (I think).
