Please don't question my curiosity.

'History' is weird because the points were very different pre-my time here. Expert was 10,000 points and you basically almost needed it to become Mod, so I think pretty much all Mods had 10,000 min. But there's also that trachy thread where PM just picked the first few mods from a list of trusted early users. Unless trachy has an ungodly memory or kept record of everyone's points then we don't know how many points those early mods had, if they were less than 10,000 or who had the least among them.

I know it's not what you asked, but Ninja currently has the least points of all Past and Present Mods. Hex had the least points of any Editor, just over 9000 when he was promoted, unless there was again handpicked Editors based purely of trust and not of active contribution, but Editors were introduced later after Mods iirc so I don't see why that would be the case.
I think rounding to the nearest thousand is good enough for me. trachy should be able to remember the points to the nearest thousand.
Editors came before Mods and Experts.
It's probably just Ninja. In 2010 there were no voting requirements, so you could get his amount of points with just a few months of consistent activity. Guess it depends when we first got mods though.
Editors came first? Must have got them mixed up e.e.
Weird no one mentioned Will... I checked his scoring on all 3 sections and (Not including MovesetBot) on all of them he has the lowest score.
It's very likely that several moderators started lower than Will but now have more points.

Taking this question off the unanswered list :)

It's not really possible to say as I don't have a time machine to look at exactly how many points every mod had and when. I mean, technically I was the lowest-scoring mod originally since I started with 20 points like everyone else. As ᴏᴄᴛᴀʟᴍᴀʀɪ said, Will is currently the lowest-scoring mod.
