The Cloyster set doesn't really work for it. You're mixing its two roles together and it just makes it less effective. Either put on Shell Smash and go all out sweeping or give it Rapid Spin and maybe Spikes and give it that Entry Setter role.
Breloom should be using Focus Punch so it can have some power behind it. Without Swords Dance and/or Technician, Mach Punch isn't going to net you the KOs you want.
Bug Gem is a pretty bad item. Go Band or Expert Belt (for faking a Band).
Also a bad item is Shell Bell. Leftovers is better even on something like a sweeper, as it is far more reliable healing. And give the thing Roost and/or Swords Dance. Otherwise give it a Band since this guy is an all out offensive set.
