I know it boosts normal attack, but why do people put it on every Pokemon that has no normal moves. Am I missing something?

It does not. You are thinking of the Silk Scarf.

A Choice Scarf boosts a Pokemon's speed by 1.5x at the cost of having that Pokemon to only use one move, until it faints or switches.
