Can my Pokemon ruby/sapphire use a nintendo ds's internal clock?

Nope.

Source: I had a battery dry Ruby in my DS, still had dried problem. Meaning Ruby / Saphirre doesn't use the DS internal clock.

It should work for Gen 3, not Gen 3 to Gen 4.
