Firstly what level is it ?
Anyway,i would go with Leer.Since Wrap has low Accuracy and power.Also is your Snivy has other physical moves as well, leer will work perfectly.And it will help you a lot in the game

I assume your Snivy is at level 10?

Considering that Wrap has a base power of 15, Snivy might as well keep Leer and use it in conjunction with Tackle, or instead replace Leer with Growth at Level 13.

Wrap lost its merit when Gen II changed its battle mechanics, and Pokemon are actually able to attack whilst wrapped.
