How do I use the pal park?

I wanna send some of my hoenn Pokemon to johto, how? I put emerald in my slot and I went in the pal park and he wouldnt let me participate, what is going on? how do I use it?

On the home screen of your SoulSilver or HeartGold, there should be an option in which says "migrate from Emerald". Select that option and then select 6 Pokemon to transfer. Then transfer them over, and then you can participate.
