Another Pokemon I just got in a trade. It came with:

Giga Drain: Decent power, high accuracy, better PP than in previous versions, heals your Pokemon, STAB, used to deal with Rock types.

Aerial Ace: Decent power, does not miss, STAB.

Silver Wind: Decent power, high accuracy, chance to raise all stats by one stage.

Cotton Spore: Decreases Speed by two stages.

Jumpluff has pretty low offensive and defensive stats, even against ground types it would probably have trouble. The only thing worthwhile would be its speed. So I would use annoyer moves.

Toxic- badly poisons, can be used to drag out the battle.

sleep powder/stun spore- low accuracy, but if you feel lucky, this can save your set

leech seed- eat away at health with toxic to wear down foes.

Giga drain/ Energy ball-

other moves could be to take advantage of chlorophyll with sunny day, possibly passing stat raisers through baton pass to make it into a fragile sweeper, (solar beam and solarbeam benefit as well) or to use other annoyer moves such as attract to hold your opponent while you slowly faint them.

here's my jumpluff:
Held Item:Leftovers
Ability:Chlorophyll
Moves:

  • Giga Drain:(STAB move.damage the foe then,it heals the user)

  • Facade:(this move will double the power if you are having status problems)

  • Energy Ball:(STAB move.may lowers opponents sp.def and it would take more power if the opponents sp.def is lowered)

  • Synthesis:(Heals the user Varies with the weather.synthesis would be more great if used on sunny day,it gives more HP)

i hope this is helpful

two grass type moves dont make much sense to me i would take energy ball out and replace for sunny day, aerial ace, sleep powder or stun spore. other than that i like this. :)
