can i put two pokemon in daycare that have a moister EEG group and the other with a dragon EEG group and make charmander

i mean two pokemon thats not a charmander, charmeleon or charizard

No, you can only breed with pokemon with the same egg group.
If you breed a female Charizard with a pokemon from its group you get a Charmander.
You can also breed with Ditto and same species.
