I want a shiny Mew, Lv.100 on the GTS, how do I get a level 9 Reshiram? I really want that Mew...and that's what they want.

They are being trolls. They know that a Level 9 & under Reshiram is not available except through hacking. They are just showing off their Pokemon. Do you think that Mew is legit?? It most likely is not.

Well you can get one through Pokegen, which when done properly does not wreck your game.
