Give Kicking powers to Experts and Kicking+Temporary Ban powers to editors.

I'm tired of having no means of punishment.

Rather than kicking powers, I'd prefer something like a Bo Staff, Sai, or a Machete and solve the problem directly.

It's something I meant to work on for the chat, to kick people out temporarily, but never got round to.
