Waterfall deals damage and has a 20% chance of causing the target to flinch (if the target has not yet moved).
Pokemon with the ability Inner Focus or those behind a Substitute cannot be made to flinch.
In Generations 1-3, Waterfall has no secondary effect.
Allows a surfing Pokemon to ascend a waterfall. Except for Diamond, Pearl & Platinum, you do not need a Pokemon knowing the move in your party to descend waterfalls.
