Effects

If it hits, Guillotine is guaranteed to make the opponent faint. It is more likely to hit Pokémon that are of a lower level than the user.

Its accuracy (as a percentage) is calculated as below, ignoring all other accuracy and evasion modifiers:

UserLevel - TargetLevel + 30

This means that if the target Pokémon is the same level as the user, Guillotine has 30% accuracy. The move will always fail against a target 30 or more levels above the user.

Changes

In Generation 1, Guillotine has 30% accuracy and can hit Pokémon of any level, but does not affect Pokémon with a higher Speed than the user.

Z-Move effects

When a Pokémon is holding Normalium Z and uses its Z-Power, Guillotine turns into Breakneck Blitz and has base power 180.
