Shiny Locks only began in the Gen V games.

This also factors in that some Pokemon can only be received in a particular game by trading from a previous game, in which they may have not been available as a Shiny.

The legendary birds are not actually shiny locked in X and Y, but the rest are.
Isn't gyrados shiny locked in HGSS? Correct me if I'm wrong
Gyarados is not shiny locked as the term “shiny locked” means that a Pokémon can’t be encountered shiny, but there is a guaranteed Shiny encounter with Gyarados in G/S/C/HG/SS, as well as their being guaranteed shiny present Axew and Dratini in B2/W2. :P
