Cruel and unusual Pokemon idea:

Every time you make a profile, that game has a 1/100,000 chance to have any random one Pokemon in the dex be unable to be encountered as shiny. This is perfect for a shiny hunter who may joke that the game shiny locked the Pokemon they're hunting specifically for their game. But now, that might actually be true, and you would never know. You just have to keep hunting.
