Nope. In North America, that is.
There is a Victini with Bolt Strike, Glaciate, and Blue Flare in Japan right now, however.

For Dream World, Japan got Pansage, Panpour, and Pansear with special moves. Leaf Storm, Hydro Pump, and Heat Wave, respectively. And there is a DW Gothrita being given out in a code soon from a strategy guide as well. Also, a Scizor is being given out in the US.
