Why won't my togepi and ditto breed? (Pokemon Omega Ruby)?

I have a togepi and a ditto in the Pokemon day care in Pokemon omega ruby. the guy outside the building says that they would rather play with other Pokemon. I know this normally means they wont make an egg, but why won't it if there is a ditto involved? What am I doing wrong? Is there something I must do?

Baby Pokemon cannot breed with other Pokemon, being as they're babies... Also part of the undiscovered Egg Group.

Baby Pokemon cannot breed. All baby Pokemon have their species as undiscovered.Since togepi is a baby Pokemon,so it cannot breed.In order to get level 1 togepi from an egg,you should evolve your togepi to togetic or togekiss and breed with ditto.
