Leftovers is only found at S.S Tidal, located in the bottom-deck storage in the top left area near some crates. The only other way to get leftovers before post-game is through pickup.
If you want to get Leftovers before the post-game then your only option is to use the Pickup ability. Any Pokémon at Level 81 or higher with the Pickup ability has a 1% chance of picking up Leftovers after every battle — even if the Pickup Pokémon didn't participate in the fight.
