The term originates from the prefix pseudo-, which means "false". Pseudo-legendary Pokémon are often more powerful than many other non-Legendary Pokémon due to their high base stats.

Basically, for a Pokémon to be "Pseudo-Legendary", or "Fake Legendary", they need to:
-Have a three stage evolution line
-Have 1250000 exp. points at level 100
-Have a BST of 600
