i have all badges and the guy won't let me to enter the league

Did you defeat Ghetsis yet? It won't let you enter if you haven't beat him.

Could you be more specific? What guy? If you are talking about the guy in front of the gate before entering the area where you first enter the Elite 4, then you have to answer yes to his question.
