imma be real with you, I have no idea, and I should not have any idea. ndru does not have a public ladder (nduu is the lowest it goes), so the only way to play ndru is by privately challenging someone. therefore, I don't understand why you are trying to understand if falinks is viable in a tier that you cannot publically play.
after briefly looking over the tier, my answer is no, it sucks. the reason? tell me one way its gonna break through any one of the fairys in the tier. klefki, bulu, scream tail, diancie, etc. then figure out a way to not get screwed over by the many psychics. finally, find a way to safely setup with its 65/100/60 defenses (defense is mid, spdef is crap). Oh, and even if you have ideal coverage, 100 attack is not a lot, and so bulky mons would still very likely live any one hit from falinks, then output huge damage back.
