Which Pokemon are never programmed to be shiny?

So I don't waste like 5 hours trying to get a shiny Pokemon (probably a legendary) that can't even be shiny.

Celebi can be caught Shiny in Ilex Forest (requires GS Ball*).
Celebi distributed from the New York Pokémon Center can be Shiny*.
