Not entirely, since Klutz prevents you from receiving the burn which means the parts about immunity to para etc. don't apply. It is probably worth mentioning that ability anyway.

I was going to suggest you could use Clear Amulet which prevents stat drops all of the time, but then I realized that you wanted to have no items to get the Acrobatics boost. oops O_o

I wouldn't say Overcoat and Magic Guard are direct benefits of sand; instead, it's an indirect benefit by nerfing the opponent. Same applies to moves that perform worse in Sandstorm.
