Pretty much, yeah. There isn't much we can do about this kind of spam. The people who do this don't care in the slightest if they're breaking our rules, and it's near impossible to detect spammers before they actually start spamming.
The good thing is chat spam is incredibly rare. This is the first instance of it I can remember in years. We do get a fair bit of spam through the approval queue, but obviously you guys never see that.

Adding a rule about inappropriate links won't stop spammers from posting them, unfortunately. Otherwise I'm content it simply fits under 'usual netiquette applies'.
