OU, UU and all the others are smogon tiers. Tiers are basically groups that pokemon are put into based on power and how much they are used. Each tier has a different style of play, and it's own set of rules. And you can only use a pokemon from its tier or lower. So if you are playing UU you can only use pokemon from the UU tier or lower. I'll give a more depth explanation of need be, but most people around here know about tiers so feel free to ask around
