The Chinese name for Lapras used to be 乘龙, meaning to ride/to carry(乘) + dragon(龙), so it literally means a dragon that provides courier services and public transport. Now it's name is changed to 拉普拉斯 which is just a boring transliteration to imitate the pronounciation of "Lapras". SMH Chinese translating team for Pokemon.
