I can ban any non-staff account on this site at any point for any reason, although mods aren't allowed to ban without reason. if you're asking if I would ban you for being underage, the answer is no; it's not my business how old anyone is on the site as long as they behave. I can't demand anyone to show proof of their age. The site has a little checkbox for when people sign up that asks if they're 13 or older, and that's all that's needed, legally.
If you're asking if I can ban your account for being under one year old, yes, i can, as I can ban accounts of any age. But I won't since there's no point.
If you're asking me if I can ban you for a year... i could, but there's no promise i'll remember to unban in a year. On top of that, there's not much point. You aren't causing any trouble.
