You're not too far off. Save either a Rare Candy or get the EXP bar very close to Leveling up. Try to use the Soothe Bell and give it Vitamins. Walk around with it, a lot. Try going up and down Skyarrow bridge several times. After doing it, save and use the Rare Candy / Level the Pokemon up. If it evolves, hurrah! If not, turn off the game, and turn it on, and do more walking.
