25% because with the high critical hit move with razor claw move brings it up to level 3 being 25% chance. This is a 1/4 chance so you should expect a critical hit every 4 turns.

Thanks!Wow what a high critical hit ratio but would not rely on it though.
i edited it i was originally wrong but your welcome.
I KNEW IT!
You're STILL wrong, unless I'm reading the page incorrectly.
Nope. You're definitely wrong. The Crit level would be 3 if it was GEN 1 OR 2.
Is his new answer right?
No. It's still wrong. Look at the source, he read incorrectly.
you know im not wrong.  level one(6.25%) is without any boosts (regularly).  So take out the downvote.  This is copied and pasted  from bulbapedia:  An attacking move will always start out in stage 1
Would it be 20%?
Scroll further to where you get to the....Nevermind. Just look at these charts. http://bulbapedia.bulbagarden.net/wiki/Damage_modification#Generation_II_onwards

ronnoc is actually correct.
stop downvoting.  just read my source and you will see.  level one is original.  Level 2 would be because of leaf blade.  Level three would be because of razor claw.  Appearantly you guys dont understand that regular moves begin at level one not level 0.
WHAT. It starts at stage ONE? I never knew that my bad.
thank you mew ;)
