Can Return get effect from Technician?

Question

Say I matched my Pokemon happiness to do damage below 60, will I get a Technician boost?

Yes the power would increase but why would you do that? If you had it at full happiness, it would still do more. With techniciain it would do 90 but if you had it all full happiness, it would do 102. So just stick with full happiness return because it would do more.
