Shiny Pokemon used to have a higher IV count. This was as I recall changed, and now Shiny Pokemon are no different from regular Pokemon other than the color.

Well, technically they weren't stronger. Just since shinyness was tied into IVs, shiny Pokemon tended to have higher than average IVs.

As a general rule, no. The IVs/ stats of a shiny Pokemon are random (after Gen II) just like a normal Pokemon. It can be stronger than a normal Pokemon, or it can have the same usefulness as a cauliflower.

The only thing special about a shiny is its colour.
