I am on the expedition to Fogbound Lake and I am at Mt. Horn can I recruit Pokemon there? (PKMN MD EOS)?

Yes, you can recruit Pokemon here, but only after the expedition is completed. After you have completed the expedition at Fogbound lake, and you have returned back to the guild, you can come back to Mount Horn and recruit all of the Pokemon there, including dat Beautifly :3

EDIT: The recruitment rate for Beautifly is 0.5%, so it might take a while to get.
