In Pokemon gold and silver why there is no radio system on the pokegear?

you in vermollion city a snorlax blocks the cave entrance of digglet cave and to wake up that snorlax I need the radio system to use the pokeflute to wake up the snorlax battle it and catch it.so please help me!!!

Go to Goldenrod Radio Tower talk to the farthest person in the counter answer yes yes no yes no and you will get it.

You're supposed to get the Radio Card from the Goldenrod Radio Tower after beating Team Rocket (after the 7th Gym Leader). Go back there and talk to the radio station's Manager.
