Can you access the Dream World before the end of the game?

I wan't to restart my B2 version, and I was wondering if you could get dream world Pokemon at the beginning of the game. Since you get the dream world Pokemon at level 10, it would be cool if you could get them at the point in the game when your Pokemon are level 10. Can you?

Yes, it is possible after you get your c-gear from bianca.
