Yeah, he is in gear station in nimbasa city. He's the ace trainer and you will see him right as you enter.

Why yes there is.

In the Battle Subway in Nimbasa City, a male Ace trainer should be standing in the center right where you walk in. He will judge your Pokemon's potential.
