If a Pokemon reduces stats, will they stay when out of battle or not?

Do you mean if someone uses growl and your pokemon's attack drops, will their attack still be dropped still once the battle ends?

Exactly.

If a Pokemon is affected by a stat modifying move such as Charm, Fake Tears, Scary Face, Swagger, Flatter etc., the stats will be reset back to normal when the Pokemon is switched out or when the battle ends.

And a good thing, too, otherwise all those String Shots and Growls at the beginning of a PKMN game (from the weakest of PKMN) would make an early game very difficult.

That's the brilliant thing about roar! If the foe raises their speed stat using a stat changing move, just use roar and all their work is wasted.
