Why does Japan get special privileges when it come to events?

Japan gets special privaleges, because Game Freak (The creator of Pokemon) is stationed in Japan. Also, it is cheaper to do it only in Japan instead of going wide spread.

EDIT: Also Pokémon is more popular in Japan... Literally, you would even see Pokémon everywhere.
