Well, Thunder normally misses for one thing, so there's something stupid there. But it's powerful when it hits, I must say.

As for Surf, it's a field move, which is good for in-game, it's powerful (95 ^-^), it always hits AND it gets STAB.

So... I think you should go with Surf. :D
