Do you have to beat the game before you can get to the sevii islands in leafgreen?

>To be able to access Floe, Chrono, Fortune, and Quest Islands, one needs a Rainbow Pass, received from Celio in One Island, after defeating the Elite Four and obtaining the National Pokédex.

>To be able to access Navel Rock, one needs a MysticTicket, and to be able to access Birth Island, one needs a AuroraTicket, both of which can be obtained promotionally with Mystery Gift.

After beating Cinnibar Gym, you get taken to a whole new set of
Islands...the Sevii Islands consisting of, Knot Island, Boon Island,
Kin Island, Floe Island, Chrono Island, Fortune Island, Quest Island,
Navel Cavern and Birth Island. These Islands are situated to the South
of Kanto. And the Best part is, not only do they add more to the game.
They have WILD JOHTO POKÉMON.

So no, you just have to defeat the Cinnibar gym :)

You can access 1, 2, and 3 Islands before the Elite Four. After the Cinnibar Gym.

For 4-7, you must have defeated the Elite Four and got 60 Pokemon in your Pokedex.
