No, you only have to beat Blaine, then bill will come and take you there.

After beating Cinnibar Gym, you get taken to a whole new set of
Islands...the Sevii Islands consisting of, Knot Island, Boon Island,
Kin Island, Floe Island, Chrono Island, Fortune Island, Quest Island,
Navel Cavern and Birth Island. These Islands are situated to the South
of Kanto. And the Best part is, not only do they add more to the game.
They have WILD JOHTO POKÉMON.

So no, you just have to defeat the Cinnibar gym :)

Is there a reason for that?
Well from my experiences, it isn't very specific and often lacks info.
yeah that's true, I use it once in awhile when Bulbapedia starts lagging
Same reason as  ★ϟJarJarϟ★, it is not as specific as Bulbapedia. It's appearence needs work too.

I prefer Serebii, Bulbapedia has too much stuff when I'm Looking for something particular

You can access 1, 2, and 3 Islands before the Elite Four. After the Cinnibar Gym.

For 4-7, you must have defeated the Elite Four and got 60 Pokemon in your Pokedex.
