Can you used banned Pokemon legitimately in PWT?

I.e. do any of the harder tournaments allow those Pokemon?

No; I already know what Pokemon are banned. I'm asking if there are any tournaments in which they are un-banned and usable.

Yes. The Driftveil Tournament, the Mix Tournament, and all Download Tournaments have no Pokemon restrictions.
