It's because you don't have enough points to make a new tag. I don't think Mega-evolution is an accepted tag yet.

Yes, If you can battle with two Mews I just witness a battle on Showdown with two Mew one Regular and the Y form of it

This is only temporary, mainly from the lack of implementing the Mega Stones into the game. Currently, the game is played in what is pretty much Hackmons. Note how on Showdown it actually says in the teambuilder that having a Mega Pokemon is illegal.
