How do I obtain TM 57 Charge Beam In X and Y?

Question

I know It's on route 13, and so I heard it's off to the left of Route 13 right by the Kalos Power plant, and that it can't be during a sandstorm, I wanted to make sure this was true, and If so, Is there a time or way that it stops, if not, how DO I obtain it? Thanks!

Yeah, you'll have to wait for the sandstorm to subside. And that will happen purely on luck. Otherwise, go on the rollerskating ramps to the west of the route, and Rock Smash the rock. Follow the path the whole way and you should find TM57 Charge Beam. But yeah, the sandstorm will have to subside. Sorry. D:
