I can't find it anywhere!
It is located on route 14 In the northern part of the route right near the exit, you'll find a girl in black staring at the swamp. Talk to her for the TM.
It's located at Route 14, gifted to you by a Hex Maniac north of Pokemon Ranger Reed.
