When does a baby Pokemon's IV,Nature etc. get determined?

Question

Do they get determined when it's egg is received,or when the egg hatches,I want to know this so I would know if when an egg hatches and it doesn't have the Nature,IV etc. that I want,will it it change when it's hatched if I turn my game off and then turn it on again

No, I think its determined when you receive the egg as I was trying to get a togepi with the ability 'serene grace' and a rhyhorn with the ability 'rock head' but the first time they hatched they came out with 'hustle' and 'lightningrod' and no matter how much I turned off the game and rehatched them they were the same gender, stats, nature and ability
